Dubbed the “National Constitutional Carry Act,” H.R. 645 would prohibit states and localities from limiting U.S. citizens from carrying firearms in public if they are eligible to have weapons under state and federal law.
The Real Constitutional Carry Act ensures law-abiding citizens can carry a firearm without the unnecessary and intrusive requirement of obtaining a government permit throughout the United States.
The legislation currently has 29 co-sponsors in the U.S. House.
Similar legislation has gained traction in recent years at the state level with 29 states currently recognizing some form of Constitutional Carry — most recently South Carolina and Louisiana passed these laws in 2024.
The National Association for Gun Rights plans to put the full weight of the organization into passing this critical no-compromise carry law.
Dudley Brown, President of the National Association for Gun Rights, had this to say about the introduction of the bill:
“Your right to self-defense shouldn’t be contingent on government permission, bureaucratic red tape, or arbitrary state boundaries. This legislation guarantees that constitutional carry is recognized nationwide, so Americans can exercise their God-given right to keep and bear arms without begging for permission. Congressman Massie’s leadership on this issue is exactly what gun owners across America need. H.R.645 is a direct challenge to the anti-gun politicians who believe your right to carry requires a burdensome permission slip and ends at the state lines.”
Hunter King, Federal Affairs Director for NAGR, added:
“For too long, gun owners have been forced to navigate a confusing and restrictive maze of carry laws that undermine their Second Amendment rights. This bill puts an end to that nonsense. It’s time to restore true freedom for gun owners nationwide.”
