Pennsylvania Gun Rights Announces the Introduction of Constitutional Carry in the Pennsylvania State House

Harrisburg, PA — Pennsylvania Gun Rights announced the filing of Constitutional Carry in the 2025-2026 legislative session of the Pennsylvania General Assembly.

After several strategy discussions between PAGR and Representative Aaron Bernstine (R-08) of Butler County, Bernstine introduced Constitutional Carry (HB 454) on the floor of the House of Representatives.

“Constitutional Carry is the simple concept that if you can lawfully possess a firearm, you should be able to carry that firearm without having to jump through bureaucratic hoops and without having to repurchase your Second Amendment right from the government,” said PAGR Executive Director Craig Storrs, Jr.

More than 150 million Americans live in the 29 states with active Constitutional Carry laws, including New England states such as Maine, New Hampshire, and Vermont.

“As Harrisburg Democrats continue to attempt their erosion of our constitutional rights, we must remain on the offense. I will use every legislative maneuver possible in order to force a vote on Constitutional Carry to protect law-abiding citizens,” proclaimed Rep. Bernstine.

This session marks the first time Constitutional Carry has been introduced in four years after similar legislation passed both chambers of the General Assembly, only to be vetoed by then-Governor Tom Wolf in 2021.

“On behalf of its thousands of members across the Commonwealth, Pennsylvania Gun Rights expects a prompt hearing and vote on Constitutional Carry,” Storrs continued.


“We look forward to holding members accountable to their constituents regarding their support or opposition to Pennsylvanians’ Second Amendment rights,” concluded Storrs.
