- PREVENTS states and localities from imposing stricter gun laws on rifles and shotguns. Prohibits any regulation, prohibition, registration, or licensing requirement on rifles, shotguns, or their components that exceeds federal law.

- BANS state and local taxes, fees, or penalties on rifles and shotguns. Stops states from imposing extra financial burdens on gun owners by taxing firearm ownership or transactions beyond what federal law allows.
