H.R. 7746, co-sponsored by Rep. Maxwell Frost (D-FL), targets the market of many used and surplus gun parts, which are sold as parts kits.
One of the main appeals of these so-called “zombie guns,” is the ability to build a firearm with an 80% receiver, which does not require a serial number.
The practice of building homemade firearms has been around since the founding of the United States, however, Democrats are falsely pushing the narrative that every single firearm needs to be tracked in a searchable federal database, along with the owner’s personal information.
In 2022, the Bureau of Alcohol, Tobacco, Firearms and Explosives unconstitutionally issued a regulation that expanded its interpretation of the definition of “firearm” in the Gun Control Act of 1968.
While it did not prohibit the sale or possession of parts used for assembling homemade guns, the regulation mandated that manufacturers and sellers acquire licenses, mark their products with serial numbers, and conduct background checks.
H.R 7746 currently has over 20 co-sponsors in the House.
The National Association for Gun Rights vehemently opposes any attempt to funnel every single firearm into a searchable federal database.
